SUBJECTS SAFETY AND PERFORMANCE IMPROVEMENT PkOGRAM (SPIP)

PROGRAMMATIC: AUDIT AT DAVIS-BESSE NUCLEAR STATION,

. UNIT 1 (TAC N0. 68201)

As you are aware, the NRC staff has determined that a series of audits is necessary to verify the proper. implementation of the Babcock & Wilcox Owners Group (BWOG) safety and performance improvement program (SPIP) recommendations at each B&W designed facility. This audit series consists of a SPIP program-

-matic audit, a SPIP recommendation implementation audit, and a followup audit,

--if necessary. The programmatic audit for Davis-Besse is planned for.the week of May.15, 1989.

The following information concerMng the audit is provided to facilitate your preparation in support, of the audt:

The purpose of the audit is to evaluate the adequacy of your program to implement the BWOG SPIP recommendations. Major areas to be evaluated are:

Management Connitment and Involvement - assess the degree to which corporate and SPIP processi.e., (plant management assess the degreeisofcomitted to and involved effort assigned to in the establishing, implementing, and controlling the SPIP program).

Review 1 Team Commitment and Involvement - assess the degree to which the. recommendation review team is comitted to and involved in the SPIP process (i.e., assess the degree of effort assigned to review the recommendation basis, safety implications, system interactions, design modifications and/or procedure changes,' implementation scheduling, and the control of technical support team interfaces).

Included .in this area will be an evaluatic,n of your applicability and implementation reviews for about 30 to 40 recommendations.

Work Group Commitment and Involvement - assess the degree to which specific process (plant work groups i.e., assess are of the degree comitted to and involved effort assigned in the SPIP to modification installation procedures, quelity assurance and quality control, test and acceptance criteria, maintenance plan development, and interfacing with review teams and management).  ;

.Mr. Donald C. Shelton This area may or may not be covered depending upon the number of recommendations that involve a plant modification for which you have completed the design work and/or the installation.

We request that you make a I-hour presentation, at the start of the audit, to familiarize the audit team with your program and organization, including information relative to the major areas to be evaluated,-as noted above.

Also, we request that knowledgeable personnel be made available to assist the team gathering information and answering questions.

It is anticipated that the audit will commence with an entrance meeting at 9:00 a.m., May 15, 1989 and conclude with an exit. meeting with the time and date dependent on the efficiency of the audit. .This is.quite dependent on the completeness and availability of files. We plan to conduct the audit at the Davis-Besse Administration Building at the plant' site.
