This refers to the special safety inspection conducted by

Messrs. J. McCormick-Barger, T. Barton and K. Ward, of this office from

May 4 through August 2, 1988, of activities at the Davis-Besse Nuclear

Power. Station authorized by Facility Operating License No. NPF-3 and

to the discussion of our findings with you and others of your staff

at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection.

Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed Notice. A written response

is required.

In addition we met with Mr; L. Ramsett and other members of your staff on

August 18, 1988, to discuss concerns that we had with the inappropriate

invalidation of several Potential Condition Adverse to Quality Reports and the

failure of QC management to effectively deal with the significant number of

discrepancies in Quality Control Instructions and the lack of compliance with

the QC inspector certification procedure. We are concerned with the attitude

exhibited in your quality organization regarding the acceptability of

procedural non-compliance. We will be discussing these matters further with

you during the September 26, 1988 Enforcement Conference concerning apparent

employment discrimination as described in inspection report 50-346/88027.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy

of this letter and the enclosed inspection report will be placed in the

NRC Public Document Room.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget

as required by the Paperwork Reduction Act of 1980, PL 96-511.
