This refers to.the routine physical security inspection conducted by

Messrs. W. Lancaster and A. Della Ratta on Maren 20-24, 1989, at the liaine

Yankee Atomic Power Station, Wiscasset, Maine of activities authorized by NRC

License No.- DPR-36 and to the discussions of our findings with Mr. .P. S. Lydon -

and other; members of your staff-at the conclusion of the inspection.

. Areas. examined during'.this inspection are described in the NRC Region I

Inspection- Report which'is enclosed with this letter. Within these areas, the.

inspection consisted.of selective exam.inations of. procedures and-

representative're'ords,

c interviews with personnel, and observations by the

inspectors. .

~0ur inspectors also verified the actions you have taken to correct the

. violations brought to your attention in letters dated October 9,1987,

November. 15,.1988, and, February 13, 1989. We have no further questions

regarding your actions at this time.

Based.on the results of this inspection, it appears that one of your

activities was not' conducted in' full compliance with NRC requirements, as set

forth in-the Notice of Violation, enclosed herewith as Appendix A. This

violation has been categorized by severity level in accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10

CFR Part 2, Appendix C (Enforcement Policy). You are required to respond to

this letter and in preparing your response, you should follow the instructions

in Appendix A.

The response directed .by this letter and the accompanying Notice is not

subject to the clearance procedures of the Office of Management and Budget as

required'by the Paperwork Reduction Act of 1980, PL 96-511.
