CRYSTAL RIVER UNIT 3 - INTERPRETATION OF TECHNICAL SPECIFICATION 4.0.2.b (TACNO.67591)
Technical Specification (TS) 4.0.2.b requires that-each surveillance be performed-within. the specified time interval with a total maximum' combined interval time-for any three consecutive tests not to exceed 3.25 times theLspecified surveil-
. lance interval.
To comply with this requirement, some surveillanceLintervals' may have to be shortened.. As you note in your letter to us dated March 14, 1988, this was not the intent of the requirement. The intent was to prevent.
abuse of the allowable extensions to the surveillance interval. The NRC staff has been considering this situation and has in preparation a generic letter
,which will address the problem.
In.your' letter dated March 14, 1988, you proposed an interpretation of TS 4.0.2.b that wculd not include in the total interval time for any 3 consecutive tests any time spent-in non-applicable modes. Without commenting on the suitability of your proposed interpretation, we will not act on-that proposal at this time
. because of the expected issuance of the generic' letter.
This completes our effort on TAC 67591.-
