Gentlemen:

This refers to the inspection conducted by an NRC team led by

Mr. D. D. Chamberlain of this office during the period March 13-17, 1989, of

activities authorized by NRC Operating Licenses NPF-76 and NPF-78 for the South

Texas Project, Units 1 and 2;respectively, and to the discussion of our

findings with you and other members of your staff at the conclusion of the

inspection.

This special team inspection was an Operational Readiness Assessment

Team (0 RAT) inspection that was conducted to determine the readiness of Unit 2

for full power licensing. Since the South Texas Project operational programs

have been evaluated during previous NRC inspections and previous operational

readiness assessments, this inspection focused on direct observation of

operational activities. Areas examined during this inspection included review

of previously identified findings, control room observations, shift turnover

observations, plant tours, maintenance observations, surveillance observations,

safety system walkdowns, system punchlist reviews, operator staffing, and

management oversight of operational activities.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal

Regulations. Your response should be based on the specifics contained in the

Notice of Violation enclosed with this letter.

Subsequent to this inspection, a conference call was conducted on March 23,

1989, between Mr. D. D. Chamberlain and other members of the NRC Region IV

staff, and Mr. W. H. Kinsey and other members of your staff. As a result of

this conference call, Houston Lighting & Power described certain corrective

actions to resolve the ORAT findings. These corrective actions adequately

addressed the NRC concerns while awaiting the licensee's written response.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter, the enclosures, and your response to this letter will be placed in the

NRC Public Document Room.
