During the week of February 27, 1989 the NRC administered requalification examinations to twelve licensed personnel at the Point Beach Nuclear Plant.
It has been determined that five of those people failed the written portion of the examination.
In accordance with NUREG 1021, Operator License Examiner Standards, the Point Beach requalification program is rated unsatisfactory.
You were notified of this by telephone on March 17, 1989 by Mr. G. C. Wright of my staff.
Mr. J. Zach and Mr. R. Bruno of your staff met with Mr. H. J. Miller and others of my staff on March 23, 1989 to discuss assessment of the NRC examination 2
results and your plans to implement accelerated remedial training for those personnel who failed the examination and enhanced training in the areas where training program weaknesses were identified for those licensed individuals who did not take the NRC administered examination. Based on that meeting it is our understanding that Wisconsin Ele,ctric Power wili:
A.
Not reassign the five people who failed the NRC exam to licensed duties without NRC concurrence.
B.
Conduct accelerated remedial training for those five people in the specific areas of weakness identified by the exam. These five people j
will also be administered a complete written examination at the con-

i clusion of the accelerated training. The exam will meet all NUREG 1021 requirements and have NRC approval prior to administration.

C.
Ensure the NRC is afforded sufficient advance notice to fully participate in the reexamination stated in B above.

D.
Provide enhanced training to all other licensed staff who did not take j
the NRC examination during the period of April 3,1989 through May 12, 1989. This training will focus on rod control and plant response interaction with particular attention to those issues covered in questions p
one through eight of Part A of the NRC exam.
