Centlemen:
Carolina Power & Light Company (CP&L) submitted a request for a one time revision.to the snubber surveillance requirements for the Brunswick Steam Electric-Plant (BSEP), Unit 1 on May 1, 1989. The proposed change would revisa Technical Specification 4.7.5.b to establish the next visual inspection interval for the inaccessible. recirculation system hydraulic snubbers at 18 months 25%, instead of at the current Technical Specification interval of 12 months 1 25%.
This Technical Specification change request is no longer necessary, since 3
BSEP-1 was shutdown on June 10, 1989 for repairs to the 1A core spray pump

L motor. While the unit was shutdown, a visual inspection of the required snubbers took place and was completed on June 15, 1989. These visual inspections were completed within the required 12 month surveillance interval required by the Technical Specifications.
Therefore, CP&L hereby withdraws its request for license amendment dated May 1, 1989. The next inspection will be performed in accordance with the Technical Specifications during'the next Unit i refueling outage, currently scheduled to begin in June, 1990.
