SUMMARY

Scope:
'
This routine; unannounced inspection was conducted in the areas of Management
Support,' Security Program Plans and Audits; Protected'and Vital Area Barriers,
Protected and . Vital Area Access Control of Personnel, Packages and Vehicles;
- Alarm Stations, and Communication; and Records and Reports.
In addition,
corrective action for previously cited violations and-Physical Security Events,

follow-up on licensee response to NRC Information' Notices, and the status 'of
"
unresolved and . Inspector Follow-up Items was ~ accomplished.
Review and
assessment of the circumstances of allegations of improprieties in security
operations was also conducted during the inspection.
Results:
Inspection results indicate a continuing problem in the area of access
control.
The licensee contiaues to demonstrate a willingness to implement
corrective actions for identified deficiencies and has initiated innovative and
'
constructive programs to improve and enhance the effectiveness of the security
program.
However, security awareness and adherence to security procedural
requi rements . conti nues to be the primary detriment to improvement in the
effectiveness of' the security program as' demonstrated by the following
violations of regulatory requirements.
