SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MAY 25, 1989, RE. POSSESSION LIMITS

Background

NIST is authorized by Materials' License No. SNM-362 to possess up to'56,000 curies'of Co 60 in irradiators. The NIST license. application dated February 5, 1985, which was incorporated into License No. SNM-362, specified the quantities of Co_60 for three specific categories of irradiators.. By application dated-May 25, 1989, the licensee requested a change in their. license application to delete the three categories. This revision will provide the licensee with flexibility in increasing..the irradiators' radioactivity without applying .for an amendment as long as the total quantities of Co.60 are below 56,000 curies.-

Discussion The licensee's request to change the possession limits as described in the i

.1985 license application will correspond with the current license and is an administrative change. . The change has a minimal effect on the radiation safety program. .The staff has determined that NIST's request is acceptable.

The. licensee's proposed change is administrative in nature and will have no effect on the public's health and safety or the environment. Accordingly, pursuantto10CFR51.22(c)(10),neitheranEnvironmentalImpactStatementnor an Environmental Assessment is warranted for the proposed action.

Conclusion / Recommendation Based'on-the above discussion, the staff concludes that the amendment can be issued 'without undue risk to the workers, public, or environment. Approval of  ;

the application is recommended.

The Region I Principal Inspector has no objection to this proposed action.
