This refers to the inspection' conducted by Messrs. I. Barnes, L. D. Gilbert,

and L. E. Ellershaw of this office during the period June 5-9',-1989, of
activities authorized by NRC Opa ating Licenses NPF-76 and NPF-78 for South

Texas Project, Units 1 and 2, ano to the discussion of our findings with

Mr. G. E. Vaughn and other members of your staff at the conclusion of the
inspection.

Areas. examined during the. inspection included the audit program; the
procurement program; and the receipt,' storage..and handling of equipment and
materials program. Within these areas, the inspection consisted of selective
_
mamination' of procedures and representative records, interviews with
personnel, and observations by the NRC inspectors. The inspection findings are
documented in the enclosed' inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements. Consequently, you are required to respond to
the violation, in writing, in accordance with the provisions of Section 2.201
of the NRC's " Rules of Practice " Part 2, Title 10, Code of Federal
Regulations. Your response should be based on the specifics contained in the
Notice of Violation enclosed with this letter.
- The response directed by this letter and the accompanying Notice .is not subject
to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
One unresolved item is identified in paragraph 3 of the enclosed inspection
report pertaining to your commercial grade procurement and dedication
program.
In' that the item brings the adequacy of past procurement of this
type into potential question, you are requested to notify this office within-
~30 days of the date of this letter regarding the planned scope and timeframe
of your reviews of such procurement.
