This refers to the inspection conducted by Dr. J. B. Nicholas of this office.
during the period March 13-17, 1989, of activities authorized by NRC Operating
License No. NPF-42 for Wolf Creek Generating Station, and to the discussion of.
our findings with Mr.
R..M. Grant and other members of your staff at the
conclusion of the inspection on March 17, 1989

Areas e nmined during the inspection' included the' liquid and gaseous-
radioactive waste management. programs and portions of the occupational
radiation exposure control program. Within these areas, the inspection

consisted of selective examination of procedures and representative records,

interviews with personnel, and observations by..the NRC inspector. The
j
inspection findings are documented in the enclosed inspection report,

During this inspection, it.was found that several of your activities were in.
violation of. NRC requirements. Three violations are described-in the enclosed
Violation A involves the failure to per. form exit'whole
body counts. Although this violation is considered of minor safety
-significance under the NRC Enforcement Policy and may not have been issued,
the NRC staff is interested in the corrective actions taken to ensure a
potentially significant violation does not occur.
Violation B involves a
,
radiation exposure to the skin of an individual of 12. 5. rems, in excess of
1
NRC's quarterly limit of 7.5 rems for exposures to the skin of the whole
1
body. This exposure a'pparently resulted from a hot particle. ;While NRC
normally classifies exposures of this magnitude at Severity Level'III, we have .
<
classifieo this violation at Severity Level IV due to the small-area of the'
a
skin affected by the hot particle and the minimal health implications of such
an exposure. We also took into accoui.t the fact that the Wolf Creek- Nuclear
Operation Corporation had implemented a hot particle control programwhich has
i
been effective in maintaining exposures within limits.
Violation C involves-

the failure to complete a Technical Specification surveillance test.

the provisions of Section 2.201.of the NRC's " Rules of Practice,".Part 2,
Title 10, Code of Federal Regulations. Your response should be based on the
