PROPOSED REVISION TO TECHNICAL SPECIFICATIONS - CONTAINMENT SYSTEMS (TAC NO. 65538) - MILLSTONE UNIT NO. 1 The NRC staff has reviewed your application to revise the Millstone Unit 1

Technical Specifications Section 3.7.A.6.c, " Containment Systems - Oxygen Concentration",' dated June 1,1987.- This revision would replace the phrase "important to safety" with the phrase'"necessary to ensure safe plant operation.'.' This change is less restrictive than the current requirements and U

would allow deinerting and containment entry for inspection and maintenance activities on equipment necessary to ensure. safe plant operation."

'The staff has. concluded that this request is unacceptable because it does not sufficiently, restrict containment entry while the reactor is operating and

'because of possible increased ' ALARA considerations.- In addition..the. staff finds-that your current interpretation of.the phrase 1;cportant. to safety" in this specification is correct. :That is, containment deinerting and entry should only be made for: testing, surveillance, or. maintenance of _ safety-related equipment while the reactor is' operating.

For the reasons' discussed above, your June 1,.1987 application to amend the Millstone Unit-1' Technical Specifications is denied. : A copy of the Notice of Denial of Amendment to be published in the Federal Register is enclosed for your information.
