INTERPRETATION OF TECliNICAL SPECITICATION 3.7.A.6.c -
MILLSTONE HUCLEAR POWER STATION, UNIT NO. 1 (TAC NO. 65538)
The purpose of this letter is to respond to your interpretation of the phrase "important to safety," which appears in Technical Specification (TS) 3.7. A.6.c.
" Containment Systems - Oxygen Concentration," made in a "B13110, Application for Amend to License NPF-49,extending Interval That Accumulator Can Be Inoperable,Due to [[Atomic Element" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Concentration Outside Required Limit or for Reason Other than Closed Isolation Valve from 1 H to 72 H|letter dated December 11, 1989]]. That TS states that:
"0xygen concentration may be greater than 4% by volume for a period not to exceed 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> for the purpose of conducting drywell entries relating to testing, strveillances, or maintenance of equipment important to J
safety. "
It is the staff's position that containment entry, while the plant is in power operations, should be made only when warranted so that the containment will be in a de-inerted condition as seldom as possible and so that personnel exposure will be kept to as-low-as-reasonably-achievsble. Containment entry for testing, surveillance or maintenance of equipnent is 2istification for containment entry if that equipment is-important to safety, that is, the equipment is safety-related or the equipment, if inoperable, will affect the operability of safety-related equipment. Otherwise, containnent entry should only be made when the plant is not in power operations.
It is also the staff's position that interpreting the phrase "important to safety" to nean "necessary to ensure safe plant operation" results in a vague criterion that has no regulatory meaning.
