' REQUIREMENT OF 10CFR50.62 BETWEEN THE ANALOG TRIP UNIT OF THE ALTERNATE ROD INJECTION AND THE RECIRCULATION PUMP TRIP SYSTEMS (TAC 59072, 59073, AND 59074)

This letter responds.to the WRC letter from S. C. Black to 0. D. Kingsley, Jr.

dated January 22, 1989, which contained the safety evaluation on,the Browns Ferry Nuclear Plant (BFN) Anticipated Transients Without Scram (ATWS)

' Alternate Rod Injection (ARI) and Recirculation Pump Trip (RPT) systems. The

~NRC: letter requested ~a. response to'the NRC position;on diversity and to document the preoperational test to verify the ARI function time. The (documentation will be. verified by NRC during an ATWS equipment' implementation inspection.

~ tin'the letter to NRC from R. L. Gridley dated July 15, 1988, TVA stated that the current ATWS design'contains diversity between the Analog Trip Units (ATU) of the.ARI/RPT and the reactor protection systems and additional diversity is t

not needed. The letter also stated that the additional equipment and/or manufacturing. diversity would only very slightly improve the core damage frequency..TVA continues to endorse this position as discussed in the July 15, 1988' letter.

TVA'has verified that procurement from an approved vendor would take several months. These replacement units are compatible with existing Rosemount equipment but will take up to 30 weeks for delivery. This timeframe has the potential for impacting the BFN restart v ithout any measurable gain in plant i

safety.

TVA fully supports the Boiling Water Reac.',or Owners Group (BWROG) position

'that manufacturing / equipment diversity is not reasonable or practical to meet ATWS diversity. The BWROG met with NRC on January 12, 1989 and provided l

information'on its position. This information is currently under review by 0

'NRC.

TVA requests that NRC grant BFN an exclusion from having to revise its design pending NRC final review of the BWROG position.
