Gentlemen:

This refers to the inspection conducted by Messrs. W. D. Johnson and R. C. Haag

of this office during the period April 16 through May 31, 1989, of activities

authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear One,

Units 1 and 2, and to the discussion of our findings with Mr. N. S. Carns and

other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included f6lowup on previously identified

!

items, followup of events, operational safety verification, surveillance,

i

maintenance, and installation and testing of modifications.

Within these

areas, the inspection consisted of selective exaraination of procedures and

i

representative records, interviews with personnel, and observations by the NRC

inspectors. The findings are documented in the enclosed inspection report.

!

During this inspection, it was found that certain of your activities were in

violation of NRC requirements. Consequently, you are required to respond to

this violation, in writing, in accordance with the provisions of Section 2.201

of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your response should be based on the specifics contained in the Notice of

Violation (Notice) enclosed with this letter.

An unresolved item is identified in paragraph 7 of the enclosed inspection

report regarding the adequacy of work controls on limit switch adjustment for

correction of a problem with closing time of a containment isolation valve.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by tne Papenvork Reduction Act of 1980, PL 96-511.
