SUBJECT:
BROWNS FERRY, UNITS 1, 2, AND 3, RUST IN LOWER CONTAINMENT SPRAY HEADER DUE TO LEAKING ISOLATION VALVES (TAC 00454)
Enclosed for transmittal is our safety evaluation addressing rust in the lower containment spray header due to leaking isolation valves at Browns Ferry Nuclear Plant, Unit 2.
This item was originally described in Licensee Event Report (LER) 88-003-000 and evaluated in our safety evaluation dated December 20, 1988. The staff concluded that the short term efforts by TVA were adequate, however, long term solutions needed to be addressed and the item remained open. TVA's letter dated March 17, 1989 provides a long term solution which the staff finds satisfactorily addresses this item.
