ENFORCEMENT CONFERENCE
i
This refers to the meeting held with you and members of your staff on May 10,
1989, at the Region'V office in Walnut Creek, California.
Subjects discussed
during the meeting (safeguards information control, security officer firearms
proficiency, bottled gas storage on the control building roof, maintenance,
post-modifications testing, and quality assurance) are detailed in the
enclosed meeting report.
We concluded that with regard to the issues discussed that the corrective
actions proposed should, when fully implemented, improve performance.
The
actions proposed appear to be acceptable both in scope and time of
implementation.
However, high level management attention should continue to
be applied to upgrade the security program.
Also, the concerns in the
j
engineering area regarding post-modification testing reemphasize the need for
continued management effort and evaluation of engineering work.
Further, the
'
role of Quality Assurance in identifying plant problems should continue to be
encouraged by all levels of PGE management.
' In accordance with'10 CFR.2.790 (a), a copy of this letter and its enclosure
will be placed in the NRC Public Document Room.
