i II. CONDITIONS FOR OPERATION i

i A.
The reactor coolant system is in the refueling shutdown condition,

except the reactor. head is _ on.

The temperature of the coolant is at or below 140*F.
2.
The pressurizer is completely filled with water.
3.
Degassing and purification of the reactor coolant has been 1
completed per.GOI-3C.
4.
The boron concentration has been increased to the cold shutdown or to the refueling shutdown condition as required.
k B.
RHR letdown, CVCS cleanup system and a charging pump in service.
j C.
The residual heat removal locp is in service.
D.
The waste disposal system is ready to receive vented gas.
E.
One holdup tank is less than 15 percent full.
F.
A mixed bed demineralized having an unused resin bed should be available.

G.
The mixed bed demineralized in service should have a DF for I-131
~
in excess of 10.
H.
The cation demineralized bed and spent fuel pit demineralized bed l
should have a DF for CS-137 > 2 x 10.

PRECAUTIONS A.

If the RCS is to be drained partially and the pressurizer is pressurized from the pressurizer relief. tank, the level. indicated by the. sight glass level indicator will not give a true. indication of water level in the pressurizer or the unvented reactor vessel.

Once the reactor vessel vent valve 68-597 has been opened, the 1
sight glass will give an accurate indication.of reactor vessel
.i water level but not pressurizer water level.
With the pressurizer pressurized at 0.5 psig and the vessel vent valve'68-597 open, the-level indicated will be approximately 15 inches higher than the-actual pressurizer level.
C.
The water level in the reactor vessel must be below the reactor vessel flange before the head is unbolted for removal.
D.
The safety injection system automatic signal must be blocked.
E.
Close communication should be maintained between all personnel performing this instruction.
F.
Do not allow the pressure in the reactor coolant system to decrease below atmospheric.
G.
Hydrazine must not be added to the coolant during any phase of i
plant cooldown or shutdown.
1 H.
Inform Radiochemical Laboratory Shift Supervisor if there are any necessary deviations from the shutdown operations which could affect system chemistry.
Ii-J.
Monitor the oxygen concentration in the CVCS' holdup tanks when discharging reactor coolant to them.
K.
All transfers to the CVCS holdup tank should be made by draining through the demineralizers, via the RHR system.
L.
Observe the applicable radiation protection instructions when venting radioactive vapor and gases.

The top of the RCS sightglass is - El. 705'6".
The bottom root valve for the pzr cold calibration level indicator is - El.
711'5".
Therefore, there is a 6-foot bilnd spot between the two level indicators.
N.
If water flows from the sightglass overflow piping when the sightglass is placed in service, the sightglass must be' isolated and drained to stop siphoning of the RCS through the sightglass.
IV.
INSTRUCTIONS NOTE:
If draindown is to be partial, a nitrogen pressure of 0.5 psig will be maintained on the pressurizer.
A partial draindown maintains the water level above the RCS hot leg piping to preclude draining of the steam generators. A special instruction will be prepared'at the time if the uncommon situation occurs.

When the water. level decreases to el.~696.0, as

shown by the level indicator, the steam generators will begin to drain.

Do not drain below elevation 695'6" with the RHR pumps running.
