In a letter dated' November'21, 1988, you requested that we review and approveiproposed changes to the Unusual Event initiating condition.for.the Clinton Nuclear Power Plant Emergency Plan. We have discussed with NRC R
Headquarters, the review of thes'e changes along with similar changes proposed by other,-licensees. We have jointly agreed that this issue should be reviewed generically, rather than on a plant specific basis. Therefore, because of the generic; implications of these proposed changes, we have. forwarded your request
'to Headquarter.s for resolution. The justification that you present in your letter, as well;as those in similar requests from other licensees, will be considered during the review. The current effort by NUMARC in the development of Emergency Action Levels will also be-considered in resolving this matter.
