Subject: ' Inspection Nos. 50-352/89-08 and 50-353/89-14
This refers to the routine safeguards inspection conducted by G. C. Smith of
this office on March 7-9 and 20-23, 1989 of activities authorized by NRC
License Nos. NPF-39 and CPPR-107 at the Limerick Generating Station Units 1 and
2 and to the discussions of our findings held by Mr. Smith with Mr. J. King,
Jr., of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and represutative
records, interviews with personnel, and observations by the inspector.
Our inspector also verified the steps you have taken to correct the violations
brought to your attention in our letters dated January 17, 1986, June 2, 1987
and January 26, 1988. We have no further questions regarding your action at
this time.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This violation has been
categorized by severity' level in accordance with the " General Statement of
Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C
This notice is sent to you pursuant to the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations. Although Section 2.201 requires you to submit to this
office, within 20 days of your receipt of this notice, a written statement of
explanation, we note that this violation was corrected prior to the completion
of our inspection, and therefore, no response with respect to this matter is
required.
Sections of the enclosed inspection report contain details of your security
program that have been determined to be exempt from public disclosure in
accordance with 10 CFR 73.21 (Safeguards Information). Therefore, the sections
so identified in the inspection report and Appendix A will not be placed in the
OFFICIAL RECORD COPY
