McGuire Unit 1 Residual Heat Removal (ND) system valve IND-34'(ND Heat Exchanger Bypass)'is included in the McGuire Nuclear Station 10 CFR 50.55a(g) IWP/IWV Pump and Valve Inservice Testing (IST) Program, for which periodic testing is required i
pursuant to Technical Specification Surveillance Requirement 4.r: 5.. Although the IST. program specifies quarterly testing for this valve, it was ;taced on a monthly surveillance interval in accordance with IWV requirements due to erratic valve stroke times. Accordingly, this valve was due to be tested March 31, 1989,
-with a late date'(includes the grace period specified by T.S.4.0.2) of April 7, 1989.
McGuire Unit 1 was and is in mode 5 on mid-loop operation for steam generator-tube work (ref. Licensee Event Report No. 369/89-04). We did not want to cycle any valve that could affect mid-loop operation and potentially cause a loss of ND.
T.S.3.4.1.4 requires 2 loops of ND to be operable in Mode 5 and a missed surveillance would have required the ND system to be declared inoperable. This situation was discussed in a telecon between Mr. P. B. Nardoci et.al (DPC) and Mr..D. S. Hood (NRC/0NRR) on April'4, 1989, and Mr. Hood agreed that te. sting the valve.while in mid-loop operation would not be prudent and stated that the
. surveillance of IND-34 may be delayed until the unit is off of mid-loop operation (this will not be considered as a missed surveillance).
This letter constitutes documentation of the April 4th telecon and surveillance deferral per the request of Mr. Hood. The valve will be tested once the unit is no longer on mid-loop operation.
