authorized by NRC Operating License NPF-38 for Waterford Steam Electric

Station, Unit 3, and to the discussion of our findings with Mr. J. R. McGaha

and other members of your staff at the conclusion of the inspection.

Areas examined during the inspection included followup of previous inspection
findings and the licensee's expeditious actions related to Generic Letter 88-17
(loss of decay heat removal). Within these areas, the inspection consisted of
'
selective examination of procedures and representative records, interviews with
-
personnel, and observations by the NRC inspectors.
The enclosed inspection report details our inspection of expeditious actions
addressed by Generic Letter 88-17 and those provisions taken with regard to
'
observations noted in the NRC letter to Mr. J. G. DeWease (LP&L) dated March 8,

1989. Your long-range programmed enhancements will be inspected during a
!
subsequent inspection.

Within the scope of the inspection, no violations or deviations were
identified,
We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.
