R. V. Azua of this office during the period May 22-26, 1989, of activities

authorized by NRC Operating License NPF-38 for Waterford Steam Electric F

i Station, Unit 3, and to the discussion of our findings with Mr. J. R. McGaha L

l and other members of your staff at the conclusion of the inspection.

j Areas examined during the inspection included followup of previous inspection

findings and the licensee's expeditious actions related to Generic Letter 88-17

'

(loss of decay heat removal). Within these areas, the inspection consisted of

selective examination of procedures and representative records, interviews with

-

personnel, and observations by the NRC inspectors.

The enclosed inspection report details our inspection of expeditious actions

addressed by Generic Letter 88-17 and those provisions taken with regard to

observations noted in the NRC letter to Mr. J. G. DeWease (LP&L) dated March 8,

1989. Your long-range programmed enhancements will be inspected during a

! subsequent inspection.

Within the scope of the inspection, no violations or deviations were

identified,

i We have also examined actions you have taken with regard to previously

identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.
