Gentlemen:

This refers to the routine safety inspection conducted by Mr. J. Foster and

others of this office on March 14-16, 1989, of activities at the Point Beach

! Nuclear Power Plant, Units 1 and 2, authorized by NRC Facility Operating

l Licenses No. DPR-24 and No. DPR-27, and to the discussion of our finding.c

l with Mr. G. J. Maxfield and others of your staff at the conclusion of the

l

inspection.

l The enclosed copy of our inspection report identifies areas examined during

l the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection. However, one exercise weakness was identified which will require

corrective action. This weakness is summarized in the attached Appendix to  ;

this letter. As required by 10 CFR Part 50, Appendix E(IV.F), any weaknesses i

that are identified must be corrected. Accordingly, you are requested to  !

advise us within 45 days of the date of this letter of the corrective action 1

you have taken or plan to take, showing the estimated date of completion witt  ;

regard to this exercise weakness.

In addition to the above exercise weakness, two NRC concerns identified

as " unresolved items" are being reviewed for potential enforcement actions.

You will be notified in subsequent inspection reports as to the resolution of

these findings. We also bring to your attention our view that your exercise i

performance on March 15, 1989 was not as good as we have observed in previous

years.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, and the enclosures, will be placed in the NRC Public Document

Room.

APPENDIX

EXERCISE WEAKNESS

Licensee personnel did not recognize and aggressively pursue the existence

of the (scenario) containment release path. Additional time elapsed before

an inplant team was dispatched with the specific mission to actively identify

and correct the condition. As a consequence, a radiological release to the

environment would have existed for more than three hours that was correctable,

per the scenario, by local closure of a single valve. Failure to close this

valve would have resulted in an unnecessary exposure to the public. (Item
