GENERIC LETTER - CONTAINMENT INTEGRATED LEAK RATE TESTS l
We have reviewed the draft' generic letter on this subject which you transmitted on November 26, 1986 and do not concur.
Our reasons are:
1.
The generic letter instructs ifcensees that the mass point method of ANS-56.8 is not acceptable but does'not mention that the current proposed revision to Appendix J would make it so. The licensees affected are apparently instructed to go back to the old method until the "new" method is approved.
2.
Given the posture noted in 1. above, no mention is made of the validity or invalidity of previous mass point method tests to satisfy licensing requirements. There'is a need to address the issue squarely, e.g., is there a need to shut down plants in mid cycle, as was done at Zion in 1984, in order to. revalidate the ILRT.
Once again I urge that we propose to the Commission an immediately effective amendment to Appendix J for the sole purpose of making the mass point method valid.
