NRC INSPECTION REPORT NOS. 50-424/89-11 AND 50-425/89-13

This refers to the Nuclear Regulatory Commission (NRC) inspection conducted

by P. T. Burnett on March 7-10 and 30-31,1989. - The inspection included a

review of activities authorized for your Vogtle facility. At the conclusion of

the inspection, the findings were discussed with those members of your staff.

Areas examined during the inspection are identified in the report.

-these areas, the inspection consisted of selective examinations 'of procedures

.and representative records, interviews with personnel, and observation of-

activities -in progress.

Within the scope of the inspection, no violations or deviations were

identified.

As discussed in the enclosed report, we understand that you will perform the

Unit 2 ' remote shutdown _ test with a shift crew of four people, including one

senior reactor operator.

Performing the test with this level of staffing will

demonstrate your capability to safely shut the plant down from outside the

control room with the minimum size shift crew described in the Vogtle 2 FSAR.

Additional operators will be available to assist if needed. Please inform this

office prior to proceeding with the test if our understanding is not correct.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2

Title 10, Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
