Dear Mr. Dewease:

SUBJECT:

- SUPPLEMENTAL SAFETY EVALUATION FOR THE WATERFORD

- STEAM ELECTRIC STATION UNIT 3 - DETAILED CONTROL ROOM DESIGN REVIEW We have evaluated Louisiana Power and Light Company's (LP&L's) Detailed Control Room Design Review:(DCRDR) of the Waterford Steam Electric. Station, Unit 3 (Waterford). The evaluation is consistent with the " Standard Review Plan,"~Section 18.1 " Control Room," Revision 0 of NUREG-0800.

Supplement;1 to NUREG-0737 required LP&L to conduct a DCRDR for Waterford.

The NRC reviewed the licensee's DCRDR program and reported the findings in a SafetyLEvaluation (SE)~and Technical Evaluation Report (TER) issued by letter dated,0ctober 30, 1985.

In the SE we identified issues that were unresolved (the function and task analysis, the control room inventory, and the selection ofdesignimprovements). Our evaluation results are contoined in the enclosed Supplemental Safety Evaluation-(SSE). This SSE concludes that LP&L meets all of the nine DCRDR. requirements of Supplement 1 to NUREG-0737.

Based on our evaluation, we find the LP&L response and action on this effort to i'e acceptable. This closes the action under TAC 56573.

Sincerely, original signed by D. Wigginton for Frederick J.. Hebdon, Director Project Directorate - IV Division of Reactor Projects - III, IV, Y and Special Projects Office of Nuclear Reactor Regulation
