, Residual Heat Removal Flow Requirements This letter contains a proposed amendment to the Technical Specifications for Facility Operating License Nos. NPF-35 and NPF-52 for Catawba Units 1 and 2.
The, attached request involves changing the requirements for Residual Heat Removal (ND) system flow when.in Mode 6 (Refueling). These changes are in response to Generic Letter 88-17, Loss of Decay Heat Removal. 'The changes are also being proposed to aid Operations personnel. The direction given to Operations personnel.because of Generic Letter 88-17 was-in conflict with the current Technical Specifications. This was determined to be a contributory cause to LER 413/88-27, dated? January 30, 1989. The changes would aid.in preventing loss of the ND system. This proposed change is consistent with the Technical Specifications for Residual Heat Removal Systems in Mode 6 proposed in
.WCAP-12159. This WCAP was submitted by the Westinghouse Owners Group on March 30, 1989. contains marked up pages of the current Technical Specification pages reflecting the requested changes. Attachment 2 contains the Discussion, No Significant Hazards Analysis and Environmental Impact Statement. The analysis is included pursuant to 10 CFR 50.91 and it concludes that the proposed amendment does not involve significant hazards considerations.
