Gentlemen:
This refers to the inspection conducted by Mr. J. A. Kelly of this office
,
during the period May 1-5, 1989, of activities authorized by NRC Operating
Licenses DPR-51 and NPF-6 for Arkansas Nuclear One, Units 1 and 2, and to the
discussion ~of our findings with Mr. S. M. Quennoz and other members.of your
staff at the conclusion of the inspection.
Areas within the security program were examined during this inspection. Within
these areas, the inspection consisted of selective examination of procecures
and representative records, interviews with personnel, and observations by the
NRC inspector.
The' inspection findings are documented in the enclosed
inspection report.
During.this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are reauired to respond to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your response should be based 6n the specifics contained
in the Notice of Violation enclosed with this letter.
The material enclosed herewith contains Safeguards Information as defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147 of the Atomic Energy Act of 1954, as amenced. Therefore, the
material, with the exception of the report cover page which is an inspection
summary, will n_ct be placed in the Public Document Room.
