iAttachment-1~to Document Control Desk Letter March'31, 1989 Page 1 rf 2 SOUTH CAROLINA ELECTRIC & GAS COMPANY RESPONSE TO NRC BULLETIN 88-10 The following is the South Carolina Electric & Gas Company (SCE&G) response to the reporting requirements contained in NRC Bulletin 88-10:
REPORTING REQUIREMENTS 1 1.
The holders of operating licenses are. required to provide a written
. report by April 1, 1989, that:
a.
Confirms that only molded-case CBs that meet the criteria of item 7-of the actions requested are being maintained as stored spares for future use in safety-related applications.
RESPONSE
'On. implementation of Action Requested Item la, SCE&G determined that there were 443 molded-case circuit breakers (CB) being maintained in safety-related warehouse stock. A review of the procurement chain for these breakers confirmed that 428 met the criteria of Action Item 7.
The 15 that were not traceable were placed on administrative hold to preclude _their use.in safety-related application.
b.
Summarizes the total number, manufacturer, model number, and to the extent possible the procurement chain of those CBs that could not be traced to the CBM in items 1 and 4 of.the actions requested.
For installed CBs, also identify each system in which they are/were installed.
If item'4 of the actions requested has not been completed by April 1, 1989, due to the schedule for tests in-item 3 of the actions requested, this information should be updated within 30 days of the completion of item 4 to address those additional CBs that could not be traced to the CBM.
RESPONSE
l There were 15 breakers in stock for which traceability was questionable due to difficulties encountered while retrieving construction records.
The 15 breakers that were tested are:

Confirms that items 1, 2, 3, 4, 5, 6 and 7 of the actions requested have been completed or will be implemented as requested.
RESPONS{
The fol'owing is the current status for each of the items of action requested:
Item'l' - Completed.
Item 2 Not applicable, more than 50 CB's were in warehouse stock.
Item 3 - Ninety-seven percent (97%) of the breakers are traceable' to the circuit breaker manufacturer (CBM). As directed, the 15-breakers have been. tested per Attachment I of the Bulletin. All 15 breakers passed the test requirements.
Item 4 - Not applicable, all 15 breakers have been tested per Attachment I of the Bulletin. All 15 breakers passed the test requirements.
Item 5 - Not Applicable.
Item 6 Documentation generated while performing the actions of Items 1 and 3 as they apply to SCE&G will be maintained as requested.
Item 7 - SCE&G will continue to procure breakers for safety-related l
use from approved suppliers, i.e., molded-case circuit breakers procured from the circuit breaker manufacturer, or the manufacturers representative, utilizing a 10 CFR 50 Appendix B program or traceability to such a program.
As an alternative, SCE&G will procure breakers from a CBM or other with verifiable traceability to the CBM, in compliance'with applicable industry standards, and upgrade the breakers to safety-related using an acceptable dedication program.
SCE&G will review the Attachment 1 " Test Program For Molded-Case Circuit Breakers" for possible upgrades to the dedication program and will keep abreast of industry initiatives involving the dedication of molded-case circuit breakers to ensure adequacy.
