NRC COMMENTS PERTAINING TO PROPOSED AMENDMENT 134, TUBE l SLEEVES (TACN0.63081) l We have reviewed your submittal dated September 24, 1986 in which you requested l aTechnicalSpecification(T.S.)changetopermitsteamgeneratortubestobe i repaired by means of tube sleeves. We concur with the general concept of the proposed change, however we would request the following specific changes to your submittal to make the proposed change consistent with current NRC standards.

1. Change the Specifications to clearly state that tubes with imperfections greater than 40 percent must be repaired. Modifi-cation of this requirement based on analysis (10 CFR 50.59) is not acceptable. ,
2. Include in the Basis a clarification that T.S. inspection requirements are a)plicable to all tubes, including those which had been repaired ay sleeving.
3. Revise T.S. Section 4.17.4.4 to clearly state that not more  !

than 5,000 tubes in each steam generator can be repaired by )

sleeving.

4. Include in the Basis a statement that sleeving techniques, i other than BAW-1823P, will receive NRC approval prior to use. ]
