WATTS BAR NUCLEAR PLANT, UNITS 1 AND 2 - WITHDRAWAL OF LICENSE AMENDMENT REQUEST TO ADOPT TSTF-490, DELETION OF E BAR DEFINITION AND REVISION TO RCS SPECIFIC ACTIVITY TECH SPEC (EPID L-2020-LLA-0160)
Dear Mr. Barstow:
By letter dated July 17, 2020, Tennessee Valley Authority submitted a license amendment request (LAR) for Watts Bar Nuclear Plant (WBN), Units 1 and 2 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20199M343). The proposed amendment would replace the current WBN, Units 1 and 2 Technical Specification (TS) 3.4.16, RCS Specific Activity, limit on reactor coolant system (RCS) gross specific activity with a new limit on RCS noble gas specific activity, which would be based on a new Dose Equivalent Xenon-133 (DEX) definition that would replace the current E Bar average disintegration energy definition. The proposed changes were consistent with the U.S. Nuclear Regulatory Commission (NRC) approved Technical Specification Task Force (TSTF) Traveler 490, Revision 0, Deletion of E Bar Definition and Revision to RCS Specific Activity Tech Spec.
By letter dated August 18, 2020, you requested to withdraw the application from NRC review due to an error identified in the calculation of the DEX limit (ADAMS Accession No ML20234A241). The letter included an LAR that supersedes the withdrawn LAR. The NRC acknowledges your request to withdraw the July 17, 2020, LAR. NRC staff activities on the review have ceased and the associated Enterprise Project Identifier (EPID) number has been closed. A new EPID number along with new milestone dates will be established for the resubmitted LAR.
