NRC RADIATION PROTECTION INSPECTION REPORT 50-263/98014(DRS)
Dear Mr. Wadley:
. On August 14,1998, the NRC completed an inspection at your Monticello Nuclear Generating
'
Plant. The enclosed report presents the results of that inspection. The inspection examined
activities conducted under your license related to radiation safety and to compliance with the
Commission's rules and regulations and with the conditions of your license.
Specifically, this inspection reviewed the calibration and functional checks of the process and
area radiation monitors, the methodology to quantify the gaseous radioactive effluents from the -
plant, semi-annual effluent reports submitted to the Commission, and the surveys for the free
release of equipment and material from the Radiologically Controlled Area. Within these areas,
the inspection consisted of selective examinations of procedures and representative records,
walkdowns throughout the plant, interviews with personnel, and observations of activities in
progress. No violations of NRC requirements were identified during this inspection.
Overall, the gaseous effluents program was well implemented as evidenced by the Semi-
' Annual Effluents Reports, and the materiel condition and calibrations of the process radiation
monitors (PRMs). In addition, the safety control functions of the PRMs were successfully
tested, the meteorological tower calibrations were properly conducted, and the area radiation
monitor calibrations were appropriate for their indication functions.
- However, your staff's demonstration of a self-checking, questioning attitude was inconsistent.
' Evidence of your staff's effective questioning attitude included their identification of an
incorrect, non-conservative main steam line radiation monitor alarm set point and the
- miscalibration of a control room PRM. However, the fact that the alarm set point exceeded the
correct value for several months (though the data was reviewed daily), and the initial incorrect
calibration of the control room PRM demonstrated the lack of a self-checking, questioning
attitude by other plant personnel.

In accordance with 10 CFR 2.790 of the NRC's " Rules and Practice," a copy of this letter and its
enclosure will be placed in the NRC Public Document Room (PDR).
