Nussbaumer, Assistant Director for Materials, Agreements, and Transportation TAR #1605 - MAXEY FLATS, KY., LOW LEVEL COMMERCIAL WiSTE BURIAL FACILITY Enclosed is a report prepared following a June 3, 1975 site visit. This report is in response to a Technical Assistance Reque.it to review the Maxey Flats, Ky. low level commercial waste burial facility. We have included some comments on the recommendations of the environmental l Study Design Committee, and recommendations which could imp. rove water management at the site.

A number of the proposals for investigating the Maxey Plats site have merit. {

Our concern is that they consider only studies to provide more information on site conditions and don't include any positive actions that could be taken to reduce offsite migration of contaminated water.

Possible actions which could be taken are included in our recommendations; they deal principally with improvements in the present water management at the site.

After visiting the site and reviewing data collected by the State of Kentucky, the Nuclear Engineering Company and various federal agencies, i we conclude that to date the vastes are being entombed at the site and in an environment containing significant amounts of groundwater. The continuous use of the groundwater evaporator has, in our opinion, substantially reduced the offsite migration of contaminated water.

Actions should be taken to improve the vat'er management program, minimize the need for the evaporator and further reduce offsite m1gration of low level radioactive water.
