  • MEMORANDUM FOR: Kenneth R. Chapman, Director Office of Nuclear Material Safety and Safeguards FROM: William P. Bishop, Chief '

Waste Management B~ ranch THRU: Richard E. Cunningham, Acting Director Division of Fuel Cycle and Material Safety

SUBJECT:

ITEMS OF IflTEREST TO THE COMMISSION A. Mr. Malaro has returned from a 2-1/2 week trip to Europe (trip report to follow).

B. Nr. Michael Kearney has reporteo to the branch as of Ju'y 6,1976.

! C. During a waste management briefing. May 3,1976, the Commission requested a schedule of reassessment activities for existing corrercial low-level waste shallow land burial sites. An information report, Secy-76-345, has been forwardec to the Commis: ion in response to their request.

The reassessment of existing sites involves a collection of

' interrelated activities by NRC, the States , and other Federal agencies (as opposed to a single task). These activities include parts of the NRC s taff review of the federal role, Agreement State and NRC licensing and inspection programs, NRC in-house task force on criteria, State bonding task force report, USGS and EPA data base site studies, and interagency task forces.

l D. Mr. Paul Lohaus (Office of' State Prcgrams) and Kitty Dragonette attended on EPA briafing on "Maxey Flats Radioactive Waste Inventory Data Systsas" beld June 25, 1976. Represen tati ves frem EPA, ERDA, and Nuclear Engin.eering Company (NECO) were present.

EPA staff and contractors described .the data base (1963-1972 inventory records) and the computer programs developed to deal wi th the speci fic data base and general inven tory in format ion. The consensus was that the existing data base contains enough erroneous information to make present outputs and projectic . almost useless. The computer programming would yield useful infonra:1on if accurate data were available. ,

Kenneth R. Chapman July 8,1976 EPA was seeking advice on further correction of the data and the addition of data for 1973-1976. The consensus was generally that the purpose or intended use of the data should be clarified before additional efforts and money are spent. EPA also proposed national waste inventory system to handle data from all '

cu -. cial' sites. Again, -the purpose was questioned. It was con. lucid that EPA should propose such a system to the OMB intt ragency task force on waste and use EPA's experience to forr alate a workable system. '
