This refers to a special inspection, conducted by Messrs. A. Johnson,

P. Johnson, and

J. Tatum of this office during the period of August 3 through

August 28, 1987, of activities authorized by NRC License NPF-15 and to the

l

discussion of findings held by Messrs. A. Johnson and J. Tatum on August 14

'

and by Mr. J. Tatum on August 28, 1987 with Mr. W. Moody and other members of

the Southern California Edison staff.

Areas examined during this inspection are described in the enclosed inspection

report.

Within these areas, the inspection consisted of selective

examinations.of procedures and representative records, interviews with

personnel, and observations by the inspectors.

Enforcement action by the NRC relating to this inspection, if appropriate,

will be the subject of separate correspondence.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
