C 4 Page 2 of 4 EXTRACTION STEAM LINES AND TURBINE VENT AND ORAIN LINES EROSION INSPECTION PROGRAM OBJECTIVE This self -initiated program has been established to investigate the possible occurrence of undetected erosion induced wall thinning within the Extraction Steam System and the Turbine Vent and Drain System at Fort St. Vrain. Defined within this document are the i piping points that are to be inspected, the method of inspection, and the criteria for determining if repairs or replacements are required. DETERMINATION OF INSPECTION POINTS The primary piping of both systems has been reviewed to determine the most probable areas of erosion during either normal or off-normal operating conditions. This determination is based on a combination of the following erosion promoting parameters: High Velocity; greater than 150 feet per second. High Moisture Content; greater than 5 percent. Change in Flow Direction; elbows, tees, reducers, etc. Low Carbon Steel Piping Material. I The most susceptible of the primary pipe lines within the Extraction Steam System are the boiler feed pump turbine exhausts. Under normal ! operating conditions these lines contain steam of high velocity (approx. 390 ft/sec) but relatively low moisture content j (approx. 2.5%). Even though the moisture content is less than 5 percent it will still be inspected as it is the worst case line within the Extraction Steam System. Two points of inspection have been chosen for each exhaust line (see Attachment 1 for location details). Within the Turbine Vent and Drain System the lines most susceptible { to erosion are the after seat drains for the Combined Reheat Valve ! and Main Steam Stop Valve and the drains for the Main Steam Control Valves under abnormal conditions. Per the Process Flow Orawing (PF-
- 55) these lines may experience steam flowing at extremely high 3 velocities (greater than 150 ft/sec) with a potentially high moisture content (greater than 5%). For each of these lines, both an upstream and downstream inspection point has been-chosen (see Attachment 1 for '
location details). i l i i l

C Page 3 of 4 METHOD OF INSPECTION The wall thickness of the pipe at each of the inspection points will be measured using longitudinal wave (" straight beam") ultrasonic techniques. All ultrasonic examinations will, as a minimum, conform to the requirement of the PSC QC procedure QCIM-39 as it is presented in Attachment 2. For bends in large bore piping, the entire area of the bend will be inspected.. For tees in large bore piping, an area the_ length of two pipe. diameters on each side of the tee will be inspected. An area three pipe diameters in length will be inspected downstream of reducers in large bore piping. For small bore piping (where erosion due to flashing may be probable), as much area of the bends as reasonably possible as well as an area the length of two pipe diameters upstream and five pipe diameters downstream will be inspected. For tees, an area the' length of five pipe diameters on each side of the tee will be inspected. An-area five pipe diameters in length will be inspected downstream of reducers. ACCEPTANCE CRITERIA The primary criteria that will be used for acceptance is the manufacturer's minimal wall thickness. The manufacturer's minimum wall thickness is equal to the nominal wall thickness minus the manufacturer's tolerance of 12.5 percent as specified in the ASME B&PV code, Section II, Part A. The minimum wall thickness for each inspection point is provided in Attachment 1. 3 If the wall thickness is less than the manufacturers minimum wall thickness, Engineering will evaluate on a case-by-case basis whether the wall thickness has been reduced to a point where repair or replacement is required. The following guidelines shall be used in making this determination. Is the wall thickness less than the design minimum wall thickness (TDM)? The thickness, TOM, is the minimum wall thickness required for the design pressure and temperature per ANSI B31.1, Section 104. Will the wall thickness, TDM, be reached before the next refueling outage. { RECORDS All examinations shall, as a minimum, be recorded per the requirements of QCIM-39 as it is presented in Attachment 2. These records shall include all the applicable signatures and shall be permanently stored at the Fort St. Vrain Record Center. l 1 l l

The areas of Leoncern were located at inspection points 59 and 61 and have been addressed on NCR 86-424 and NCR 86-425. The NCR. dispositions allowed the use of the pipe.as.ls but requires the inspections-to be repeated through the - Fort St. Vrain Inservice Inspection .and. Testing ' Program. -I f additional wall thinning is detected by subsequent tests then at.that time it shall be determined if! corrective action is necessary. CONCLUSION This erosion inspection program has verified the pressure retaining integrity of the areas' determined as. critical within the Extraction Steam System and the Turbine Vent and Drain System. 1 1 I l I i 1
