(NRC INSPECTION REPORT NOS. 50-259/87-27, 50-260/87-27, and
R
50-296/87-27)
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
G. L. Paulk on July 1-31, 1987. The inspection included a review of activities
authorized for your Browns Ferry facility.
At the conclusion of the
inspection, the findings were discussed. with those members of your staff
identified in the enclosed inspection report.

Areas examined during the inspection included operational safety, maintenance
l
observation, surveillance testing observation, previous enforcement matters,
reportable occurrences, Nuclear Safety Review Board, en'gineering change notice
program status, vendor manual control, restart testing, maintenance improvement
program, radioactive byproduct material control, operating instruction review,
inservice testing of pumps and valves, and seismic anchorage concerns. Within
these areas, the inspection consisted of. selective examinations of procedures -
and representative records, interviews with personnel, and observation of -
activities in progress.

The inspection findings indicate certain activities appeared .to ' violate' NRC
requirements in the area of byproduct material control.
The violation,
references to pertinent requirements, and elements to ' be inclu'ded _in your
response are described in the enclosed Notice of Violation.
Your attention is invited to two unresolved items. .The first item pertains to-
the removal of radioactive material from the Biothermal: Research . Facility
which requires further NRC evaluation.
This item is described in. paragraph'
13.B.
The second item pertains to the adequacy of' seismic anchorage of a
standby gas treatment system blower described in paragraph 16. 'It is our
understanding that your staff will act to resolve the latter item.
In accordance with Section 2.790 of the NRC's " Rules of Practice," .Part 2,
Title 10, Code of. Federal Regulations, a copy of this letter and its enclosures
will be placed.in the NRC Public Document Room.
The responses directed by this letter and the enclosures are not: subject to
the clearance procedures of the Office of Management and Budget issued under
the Paperwork Reduction Act of'1980, PL 96-511.
