Response to Notice of Violation NRC Inspection Report 87-21
Dear Dr. Grace:
On August 7, 1987, the Nuclear Regulatory Commission -(Region II)- issued a' 1
Notice of Violation for an alleged violation of NRC requirements at the Virgil C. Summer Nuclear Station (VCSNS).
South Carolina ' Electric & Gas Company (SCE&G) has thoroughly reviewed and investigated the incident described in the Notice and, pursuant to 10CFR2.201,- is responding to the alleged violation in Attachment I.
SCE&G is in agreement with the facts as set forth in the Notice.
The reasons for the violation and corrective action taken to prevent recurrence are included in Attachment I.
SCE&G is currently in full compliance with respect to the regulations.
Procedural changes to preclude further violation will be issued by October 1, 1987.

Reason for the Violation
'l SCE&G attributes the cause of the violation to the failure to verify the volumes of the geometries used to conduct gamma spectroscopy.

gaseous geometries being greater than the utilized volumes for calculational purposes allows for a conservative - margin associated with anticipated exposures.
III.
Corrective Steps Taken and Results Achieved Actual volumes of the 25_ ml and 1000. ml gaseous ' geometries were determined to be 27 ml and 1250 m1, respectively.
These actual volumes are to be used in evaluating analytical results until:
subsequent verifications indi.cate that a change is required.
This action will preclude inaccurate gamma - spectroscopy. measurements of gaseous samples caused by-inaccurate volumes of counting geometries.
IV.
Corrective Action Taken to Avoid Further Violation Procedures 'HPP-808, " Sample Analysis," and HPP-810
" Sampling of Radioactive Gases and Liquids," are being revised to include the requirement that actual volumes of gaseous geometries be determined.
The actual volumes as determined shall be posted in the Count Room for reference.
V.
Date of Full Compliance Full compliance with the regulations was achieved on July 16,1987, upon determination of the actual volume of the gaseous - geometries.
Procedural changes to preclude further violation will be issued by October 1, 1987.
