RESOLUTION OF CONFIRMATION OF ACTION LETTER ITEMS On December 16, 1987, Florida Power Corporation (FPC) provided a response to i

Item 1, diesel generator (DG) loading and associated testing, of the Confirmation of Action Letter (CAL), dated November 17, 1987.

Your actions taken to date appear adequate and appropriate to address the l

diesel generator loading concern.

It is our understanding that the projected worst case load is 3228 kw, but you will continue testing and analysis i

l efforts prior to proposing an alternate Technical Specification value.

In addition, on a telephone call on December 17, 1987, you stated that during j

these tests you would take into account any Motor Control Center loads that are not in the fully loaded condition.

Further, we understand your planned DG load tests are consistent with guidance recently received from the diesel manufacturer, and that the issue concerning maximum air temperature to the turbocharger will be resolved prior to exceeding the rated temperature of 105 F.

A Regional inspection was conducted which reviewed and observed component testing performed to verify DG loading and the preparations for demonstrating the flow adequacy of the Nuclear Services Closed Cooling System.

I The last item covered by the CAL was the issue of exceeding a seawater temperature of 85 F.

It is our understanding that you will provide final resolution of this issue prior to the temperature of the seawater exceeding 85 F and/or that you will reduce plant power commensurate with the design capabilities of the various support cooling systems.

The Region considers the above actions sufficient to address the CAL.
