Dear Mr. Zech:

We are writing to express our continued concerns about the situation at the Peach Bottom nuclear power plant. As you will.

recall, last April we had urged the Commission not to permit.the plant to reopen until all safety problems had been resolved and guarantees had been made_that the management and employees of ~

Philad~elphia Electric Company (PECO) would follow safe practices.

We remain deeply concerned about the future operation of this facility, as the slightest inadequacy could prove very hazardous to public health and safety.

In light of reports of recent violations involving employees and those relating to the plant's physical structure, we believe it is essential that the Commission and NRC staff continue to examine the facility and PECO's reorganization proposals with special care. We would particularly like to call attention to PECO's program to handle repairs at the plant. It is our understanding that there are 1500 outstanding items requiring maintenance, and that PECO has proposed to reduce this figure to 1000 before restart. We believe this approach is inadequate.

Considering the plant's past record, all maintenance problems i

must be properly addressed. We urge the Commission to employ the strictest of safety standards in determining Peach Bottom's status.

Finally, we request that the NRC conduct a public meeting before finalizing their decision regarding the future of the facility.
