'NRC DOCKET 50-321 OPERATING LICENSE DPR-57 REQUEST TO REVISE TECHNICAL SPECIFICATIONS:

SURVEILLANCE TESTING OF MAIN STEAM ISOLATION VALVES Gentlemen:

In accordance with the provisions of 10 CFR 50.90, as required by 10 CFR 50.59(c)(1), Georgia Power Company (GPC) hereby proposes a change to the Plant Hatch Unit 1 Technical Specifications, Appendix A to Operating License DPR-57.

The proposed change revises _ the Hatch Unit 1

surveillance requirement on main steam isolation valve (MSIV) full-stroke-testing to-more closely niatch the Unit 2 and the Standard Technical Specifications (STS) surveillance requirement and to simplify future dual-unit requests for changes.

The revised surveillance requirement would require the MSIVs to be full-stroke tested per ASME Code,Section XI.

The proposed change is administrative in nature and will provide similarity;between the wording of the Unit 1 and the Unit 2 Technical Specifications. provides a description of the proposed change and the-basis for the change request. details the basis for our. determination that the-proposed change does not _ involve a significant hazards consideration.

In order to allow time for procedure revision and' early incorporation into copies of the Technical Specifications, we request that the proposed amendment..once approved by the NRC, be issued with~ an effective date to be no later 'than 60 days from the issuance of the amendment.

In accordance with the requirements of 10 CFR 50.91,. a copy of this letter and all applicable enclosures will be sent to Mr. J. L. Ledbetter of the Environmental Protection Division of the Georgia Department of Natural Resources.

PROPOSED CHANGE:

The proposed change would modify tL Hatch Unit 1

requirement for MSIV full-stroke testing by requiring-testing per Specification 4.6.K of the ASME Code,Section XI.

Basis for Proposed Chanae:

l The proposed change will modify the wording of 'the Unit 1 MSIV~

surveillance requirement so that it will be similar to the wording of the Unit 2 Technical Specifications and the Standard Technical Specifications (STS).

The proposed requirement would require the MISVs to be tested

" pursuant to Specification 4.6.K."

Specification 4.6.K, which-is equivalent to Specification 4.0.5 (Unit 2 and STS), requires testing per -

l ASME Code,Section XI.

The proposed' change is administrative in nature l

and will not affect the operation of the MSIVs. The MSIVs.will continue to isolate automatically upon receipt of the current isolation signals, and the required isolation (stroke) time will also remain unchanged.

Surveillance requirements are also unchanged.

Since all testing and.

I surevillances remain unchanged, the accident analyses-and safety evaluations dependent upon MSIV isolation 'will not be -affected by this change.

SURVEILLANCE TESTING OF MAIN STEAM ISOLATION VALVES 10 CFR 50.92 EVALUATI_QN Pursuant to the requirements of' 10 CFR '50.92, Georgia Power' Company has l-evaluated the proposed amendment for Plant Hatch Unit 1 -and-has determined that its adoption would.not involve a significant hazards consideration. The basis for this determination is as follows:

PROPOSED CHANGE:

The proposed change would modify the Unit 1 surveillance. requirement for MISV full-stroke testing by requiring testing per Specification 4.6.K, ASME Code,Section XI.

The Unit 2 Technical Specifications and the Standard Technical Specifications

-(STS) currently have similar requirements.

Basis for Proposed Change:

The proposed change is an administrative change and will make the Unit 1 specification regarding full-stroke testing of the MSIVs more similar to the specifications currently in the Unit 2 Technical Specifications and the STS.

Incorporation of this change will not in/olve a significant hazards consideration, because:

The probability of occurrence or the consequences of an accident or malfunction of equipment-important to safety are not' increased above those previously evaluated..

because; the operation of the MSIVs will remain the same.

The MSIVs will continue to isolate automatically upon receipt of the current isolation signals, and the required isolation (stroke) time will remain unchanged.

Surveillance requirements will remain unchanged.

2.

The possibility of a different kind of. accident' from any.

analyzed previously is not created by this. change, because the-MSIVs will continue to operate and respond as they did prior _ to the change.

No new modes of valve operation are introduced by this change.

3.

Margins 'of safety are not significantly reduced by this change, because it is an administrative change to revise the wording of the specification so that it is similar to the-wording-of the Unit 2 Technical Specifications and the STS.
