Dear Mr. Zech:

Your attention is invited to the Freedom of Information Act [5 USC 552], as amended, and to implementing Nuclear Regulatory Commission instructions and regulations.

Under provisions of the above cited authority, it is hereby request-ed that I be provided with copies of the following documents from Nuclear Regulatory Commission files and records:

An unredacted copy of the 47-page summary report of the NRC l

Office of Inspector and Auditor's report of November 26, 1986, re-garding the performance of officials at the NRC Region IV office in Arlington, Texas, and their handling of safety issues at the Comanche Peak nuclear power station at Glen Rose, Texas, a censored version of which was released by the NRC on Dec. 11, 1986.

The estimated 3,000 pages of documentation supporting the report referenced in Item 1 above, which was referenced but not made public by the NRC at the time of release of the summary report.

This portion of the request may be consdiered for access for purposes of inspection only, in view of the volume of material requested, so as to ease the burden on NRC staff.

However, I reserve the right to request duplication of any portion of the documents at the time of inspection.

I am willing to provide reimbursement for reasonable reproduction costs, but request waiver of all fees, under NRC guidelines, since release of the documents would primarily benefit the general public.
