License Amendment Application to Redefine the Applicability of Technical Specification 3.0.4 to Technical Specification 3/4.6.3, Containment Isolation Valves (TAC No. 66008)
Centlemen:
Enclosed is an application for an Amendment to Facility Operating License No. NPF-3 for the Davis-Besse Nucl. ear Power Station, Unit No. 1.
This application requests that the Dceis-Besce Nuclear Power Station, Unit No. 1 Operating License. Appendix A, Technical Specifications be revised to reflect the charges attached.
The proposed changes involve Section 3/4.6.3, Containment Isolation Valves.
The proposed changes, as discussed in the attached Safety Evaluation, are being submitted in accordance with the following commitment made in response to Inspection Report 86-032 (Serial No. 1-722, dated April 13, 1987):
" Toledo Edison will submit a license amendment request to redefine which containment isolation valves should be exempt from the provisions of Technical Specification 3.0.4."
The proposed changes involve revising the action requirements of Technical Specification 3.6.3.1 to state that the provisione of Specification 3.0.4 are not applicable. This change would permit plant startup provided the other action requirements of Specification 3.6.3.1 are satisfied and the safety functions of the affected systems are not impacted.
Toledo Edison requests that this amendment be issued by March 1, 1988 and implemented within 30 days thereafter.
