This letter refers to the inspection conducted by Mr. G. A. Brown and Mr. W.

K. TenBrook of this office on July 20 through 24, 1987 of activities

iauthorized by license Noe NPF-1 and.to the discussion.of~our findings held by

Mr. TenBrook.with you and other members of your. staff at the conclusion of the

inspection.

Areas' examined.during this inspection are described in the enclosed inspection

report. Within these areas, the inspection consisted of' selective

-examinations of procedures.and representative' records, interviews with

. personnel, and observations by the inspectors.

.No violations or deficiencies were identified within the scope of this-

'

inspection.

However, we direct your attention to a number of problems

observed during the evaluation of the performance of your onshift emergency

response organization that are discussed in Paragraph 8'of the enclosed

report. :These problems were discussed at the' exit interview on July 24, 1987.

.We understand that:you intend to implement a new package of emergency plan

implementing procedures with requisite training for emergency response

~

personnel by August 31, 1987, partially in response to these problems.

If our

understanding is incorrect, please contact us promptly.
