ENCLOSURE 1 MAINTENANCE INSTRUCTION (MI)
ENHANCEMENT EFFORT SCHEDULE This enclosure describes the improvements and schedules for SQN's enhancement effort for maintenance instructions (mis).
Specifically, this program implements the commitments contained in Volume 2, section 4.2.2, of the Sequoyah Nuclear Performance Plan (SNPP), for improvements of mis.
The surveillance instruction (SI) technical adequacy review program currently being implemented is the first major step to improving the quality ant usability of instructions utilized by the maintenance groups.

mis will initially be a parallel effort with the remaining technical acequacy upgrade of unit 1 sis. The overall enhancement effort presently involves approximately 140 mechanical and 100 electrical mis, and will begin in August 1987 with enhancement of the high-priority mis listed in attachment 1.
n2 instructions contained in attachment I will be complete (enhanced to the iter's guide) by May 30, 1988.
Also included in the overall effort will be the enhancement of instrument maintenance instructions (IMIs) to the writer's guide.
The inclusion of these instructions in the enhancement effort will provide uniformity in all mis.
j The instrument instructions listed in attachment 1 will be enhanced in parallel with high-priority mis and completed by May 30, 1988.

i The key elements of the enhancement effort are as follows:
l Upgrade and standardization of instructions.
l Simplification of instructions by reducing tiering and removing redundant loops / channels, etc., to make the instructions easier to perform.
Inclusion of procedural detail to ensure consistent performance and technical adequacy.
Conversion of IMIs to mis in order to standardize all mis.
Elimination of equipment from sis that is not required to satisfy technical specifications.
Development of mis to address equipment eliminated from the sis.
Development of mis to address specific tasks that have generic applications.
Cancellation of mis that are no longer needed.
In addition to the key elements identified above, validation / verification of instructions will be accomplished in accordance with SQN Standard Practice, SQM-1.
It should be noted that a staged performance and actual performance are methods of validation as identified in SOM-1.
To clarify the difference between validation and verification, SQN will revise SQM-1 to explain that a verification is a walk-through conducted before approval and validation is a staged or actual performance after approval.
This revision will be complete by November 20, 1987.
It should also be noted that validation of an instruction at the first performance is not required by SQM-1.

e In support of the MI enhancement effort and to minimize the potential for rework, the corporate maintenance writers guide will be approved by the corporate maintenance organization and issued by August 31, 1987.
SQN plans to use the August 1987 through February 1988 instruction enhancement program experience to establish accurate time requirements for procedure development, review, and approval; and then, based on these req.iirements and the number of identified procedures to be revised / originated, a schedule for the remaining instructions can be developed. By February 29, 1988, SQN will finalize the list and schedule for enhancing the remaining MI/IMIs.
An estimated schedule for the improvements to all mis is provided in attachment 2.
The intended end result of the procedure enhancement program at SQN is that sis will be written to satisfy only surveillance requirements for specific
. equipment (instrument loop, channel, or component), and mis (either generic or specific) will be utilized for maintenance items. Additionally, all instructions (sis and mis) are to be of sufficient detail to ensure that tasks are performed and documented in a consistent and quality manner.
