This refers to the special safety inspection conducted by Messrs. G. C. Wright,
D. Hills, J. Hopkins and L. McGregor of this office on July 1-10, 1987, of
activities at Fermi 2 Plant authorized by NRC Operating License No. NPF-43

and to the discussion of our findings with you at the conclusion of the

The enclosed copy of our inspection report identifies areas examined during

the inspection.
Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certcin of your activities appeared to be in violatiol

actions based on the findings of this inspection and the Enforcement
Conference held on July 31, 1987.

proposed enforcement actions.
