l NOTICE OF VIOLATION Detroit Edison Company Docket No. 50-341 i

As a result of the inspection conducted on July 1-10, 1987, and in accordance I

with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure

{

for NRC Enforcement Actions (1985), the following violations were identified:

l 10 CFR 50, Appendix B, Criterion V requires that activities affecting quality j

be described in procedures appropriate to the circumstances, j

Contrary to the above, Detroit Edison Procedures P0M 22.000.10, " Shutdown from Rated Power to Cold Shutdown," POM 22.000.12, " Reactor Heatup, l

Ccoldown, and Temperature vs. Pressure Monitoring," POM 23.205, " Residual Heat Removal System," were not appropriate to the circumstances in that l

they contained no information as to how or at what temperature to maintain reactor coolant when the unit is in cold shutdown.

_ Contrary to the above, Detroit Edison Procedure 21.00.02, " Conduct of l

Shift Operators," was not appropriate as it stood mute on the point of the status of a trainee on shift and did not provide reasonable guidance as to the trainee's activities.

This is a Severity Level IV violation (Supplement I).

office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid l

further violations; and (3) the date when full compliance will be achieved.

l Consideration may be given to extending your response time for good cause shown.
