Dear Mr. Roisman:

JLieberman, OE JMurray, OGC This letter is to acknowledge receipt of your Petition dated April 6,1987, as corrected April 8,1987, in which you reouest that the Director, Office of Inspection and Enforcement, take action with regard to the General Electric Company (GE) for its alleged illegal disci amination against Ms. Vera English.

Your Petition requests that the NRC impose upon GE the maximum fine permitted by statute for its willful discrimination against Ms. English and that it impose a license condition upon GE requiring GE to fully compensate Ms. English for her losses incurred as a result of her alleged illegal discharge. You assert as grounds for your request that the reason given to justify deferral of action on this issue in an earlier Director's Decision (DD 86-11), i.e., awaiting action by the Secretary of Labor, is no longer valid; that a Department of Labor Administrative Law Judge found that GE had discriminated against Ms. English but GE has not paid any fine for its conduct, nor has Ms. English been compensated for the wrong done her; and that the effectiveness of the NRC's program to protect and encourage workers to report safety violations is severely hampered by any further delay in taking action. Your Petition has been referred to my office for action pursuant to 10 C.F.R. 9 2.206 of the Commission's regulations.

As provided by section 2.206, action will be taken on your request within a reasonable time. I have enclosed for your information a copy of the notice that is being filed with the Office of the Federal Register for publication.
