Notice is hereby given that by Petition dated April 6,1987, as.. corrected April 8,
1987, Anthony Z.
Roisman and Mozart G.
Ratner requested that the -
Director, Office of Inspection and Enforcement, take action with regard to the General Electric Company (GE) for its alleged illegal discrimination against Ns. Vera English.
The Petition requests that the NRC impose upon GE.the maximum fine permitted by statute for its willful discrimination against Ms. English, and that it impose a license condition upon GE requiring GE to l
fully compensate Ms. English for her losses incurred as a result of her alleged I
illegal discharge.
The Petition asserts as bases for this request that the i
reason given to justify ' deferral' of action on this issue in an earlier l
Director's Decision.(DD 86-11),
i.e., awaiting action by the Secretary of Labor, is no longer valid; that a'Oepartment of Labor Administrative Law Judge found that GE had discriminated against Ms. English but GE has not paid any fine neww%{

2 for its conduct, nor' has Ms. English been compensated for the wrong done her; l
and that the effectiveness of the NRC's program to protect and encourage workers l
to report safety violations 'is severely hampered by any further delay in taking l
1 action.
The ' request is being treated pursuant to 10 C.F.R. 92.206 of the Commission's regulations. As provided by section 2.206, appropriate action will J
be taken on this request within a reasonable time.
