SUPPORTING AMEN 0 MENT NO. 9 TO FACILITY OPERATING LICENSE NO. NPF-47 GULF STATES UTILITIES COMPANY RIVER BEND STATION, UNIT 1

1.0 INTRODUCTION

'the licensee) requested an amendment to Facility Operating License No. NPF-47 for the River Bend Station, Unit 1.

extend the surveillance intervals, ori a one-time basis, for certain reactor protection system and engineered safety system instrumentation and other miscellanMus systems, until the first refueling outage scheduled to begin j

September 15, 1987. This evaluation addresses the proposed changes to the TSs as specified in Attachments 2 and 3 to the May 11, 1987 application.

The staff's evaluation of Attachment 1 will be the subject of separate correspondence.

2.0 EVALUATION Detailed reviews and evaluations of Attachments 2 and 3 of the licensee's May 11 and July 15, 1987 submittals were perfo-med by EG&G Idaho, Inc.,

under contract to the HRC, with general supervision by the NRC staff.

The results of these reviews and evaluation.s were reported by EG&G in their Technical Evaluation Report (TER), " Technical Evaluation Report for Review of River Bend Station Unit i Proposed Technical Specification Amendments (RBG-25917)", dated July 1987 (attached). The staff has reviewed this report and concurs with the conclusion that the licensee's request for a one-time extension to surveillance intervals as specified in the May 11, 1987 submittal as supplement July 15, 1987 are acceptable.

The TER reconmends that the proposed TS footnotes associated with that indicate that the scaveillances may be extended to the completion of the first refueling outage be further clarified to indicate that this outage is scheduled to begin September 15, 1987. The licensee's May 11, 1987 letter states specifically that September 15, 1987 is the date that the first refueling outage is scheduled to begin.

By letters dated July 15 and 27, 1987, the licensee added the clarification tn the footnotes of the proposed TS changes associated with Attachment 3 that indicates that the refueling outage is scheduled to begin on September 15, 1987. The staff finds that this clarifying change is acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment involves a change to a requirement with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20 and/or changes to the surveillance requirements.

The staff has determined that the amendment involves no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no signif-icant increase in individual or cumulative occupational radiation exposure.

The Commission has previously issued a proposed finding that this amendment involv23 no significant hazards consideration and there has been no public comment on such finding.

Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b), no environmental impact statement nor environ-mental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The staff has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendaent will not be inimical to the common defense and the security nor to the health and safety of the public.
